The Council. I want to know about them, specifically how they operate, who they are and how they assign both crimes and judgments for those crimes.

And what do you plan on doing with this information? You don't do anything without a reason. And something tells me you aren't wanting this for the benefit of all the Chosen.
[Whatever he was planning, it was probably something nefarious. She couldn't just promise him the information, when she didn't even know what she would find and what it would mean. Giving him more power in this place wasn't an option.]

Considering their little exploits into sentencing won't be effective to integration, there has to be a better way. If their reasons are not about providing better opportunities with rehabilitation, they are no better than Stillwater. So, they should be removed.
[For now, he'll be honest about his plans. He expected that she had researched him enough to know that his methods could be brutal and crude, so no point denying his intentions.]

[Grated, a part of her can't help but agree with his words. They are no better than Stillwater, and she already has feelings about that place thanks to Marcus and Vi. The Council's way of "rehabilitation" was certainly flawed. They shouldn't be able to rule freely and torture the Chosen as they have been.
But that didn't mean she wanted Silco to get what he wanted, not entirely.]

I want them out of the way because they aren't useful to the function of this place. They are an element that so far, has no use we couldn't do for ourselves.
[If they wanted to, of course. They had all the people around these parts that could create a system of accountability, but the Council only had 'mystery' on their side and the ability to drag people to this place. That's all. Nothing else was particularly creative beyond that.]
You also underestimate my abilities if you think I can't create an enterprise of my own while under a Council's thumb. That's literally Zaun, girl.

[It's similar, sure, but to her, it poses a different threat. This Council had unknown powers and abilities they couldn't comprehend. The ability to pull them from their worlds, trap them here, as well create all the messes they've been forced him? This was magic that they could have only read about back home.]
But I do agree that they aren't useful. They're just creating chaos and sewing distrust among the Chosen here. We'd be much better off without them. [And maybe finding a way home, though she's learned from Jinx that they aren't actually looking for that answer.]

[So far he had started out similar as he had back in the day, and so far, the Council seemed to not be interested in his business acquisitions. As long as he had everything carrying the appearance of being above board, there would be no issues as far as he was concerned. He did not discuss business much on the charms after all.]
Does that mean that you'll investigate the Council? It will likely take a united effort to remove them from power, or at least limit their reach.
[His preference was removal, but he would tolerate keeping them impotent for a certain amount of time first.]

[Which is more than the Council would, back home. From what she understood, the Undercity was more or less independent in all but name, until Jinx started her attacks in the Uppercity. She knew personally about Silco's smuggling and exploits that were largely ignored, thanks to Marcus.
But it's for that exact reason that she's even talking to him. She doesn't have to like Silco, or even trust him, to realize that they all need each other here.]

[The network was problematic, which was why he kept most of his business deals as in-person affairs only. He wasn't about to trust that someone wasn't reading and transcribing everything he said and who he spoke to. Just look what Jinx could do with the network.
If Caitlyn was as smart as he wanted to give her credit for, she would be interested in knowing what he was up to which would only come with building a relationship. They would never, ever trust each other, and he preferred it that way.]

Caitlyn knows he's just spewing bullshit. There's no way Silco is thinking about anyone but himself about this. It's personal, probably because they picked Jinx last month, but also to get his main obstacle to power out of the way. She would have to play this smart, going forward.]

[He was under the assumption that their movements, their conversations and their actions were known. This was little more than a prison with a more pleasant atmosphere. Most likely whoever their overseers were, they were picking and choosing when to act against them to make it seem like a fair system. Anyone with half a brain should know better.
He had to put on a pleasant persona as he didn't have the resources of old, and if anything, he enjoyed the challenge as much as it sickened him. He would carve back a space for himself and Jinx, and he would take his pound of flesh from the Council.]
