He can't exactly explain where he learned to summon a Persona, not just because he can't speak, but also because he's not entirely sure how it manifested at all. While it's true that SEES provided him with the necessary technology for summoning a Persona, Koromaru's always possessed that deep, innate desire to protect others which allowed him to manifest it. ]
