Despite her overall attitude, gruffness, and blunt approach to fixing buildings with giant sheaves of rock, Toph is utterly gentle as she puts her hand out to touch the little butterflies of light. She genuinely likes animals -- she feels a sad pang of missing Momo in particular for a moment -- and even though these aren't real butterflies, it doesn't hurt anything to treat them like they are.
"They're... a little warm?" she questions, carefully holding one or two. "Like a sunbeam, almost. Do they act on their own or are you controlling them?"
